Any game-designing program that connects to SQL?

I want to create multiplayer (manageable by SQL(-like) database) game with Bird's Eye View, downloadable, start, and play... with four sides (like in 2D), playable by mouse and keyboard.
What program should I use, and are there are tutorials for this program?
